A transitional adult home is an adult home with a certified capacity of 80 beds or more in which 25 percent or more of the resident population are persons with serious mental illness.

Operator must submit a compliance plan to reduce the mental health census to under 25 percent.

Compliance plan must specify how and when the mental health census will be achieved, and how the needs of residents with serious mental illness will be addressed during this period.

Operator must cooperate with community transition coordinator, housing contractors, peer bridger agencies, care managers, health homes, and managed long-term care plans.

Space provided for meetings with providers must be a minimum of 160 square feet, above grade level, adequately lighted and ventilated, with a door that closes for privacy, separate and distinct from occupied resident rooms or storage, and not under surveillance by adult home staff.

Operator shall provide staff sufficient in number and qualified by training and experience to render mandated services.

Initial orientation and in-service training for employees and volunteers.

Personnel records including: verification of qualifications, medical evaluation, incident reports, payment records, and Justice Center/State Central Registry checks for abuse/neglect.

Annual physician's statement for employees with direct resident contact, confirming no health impairment posing risk to residents or interfering with duties, and including TB risk assessment/testing and other required tests.

No individual suffering from mental illness, habituation, or addiction that causes danger to self or others, or interferes with duties, shall be employed.

No individual with a communicable disease that might endanger residents shall be employed.

Employees with direct resident contact must be emotionally, mentally, and physically able to provide services and supervision, maintain personal hygiene, and be able to speak, read, and write English, and speak the predominant language of residents.

No person under 18 years of age shall be charged with direct responsibility for supervision and personal care of residents.
