    Administrator must have management and supervisory experience, including financial operations and staff

    Staff training and qualifications are required

    Bedrooms must provide at least 100 square feet of usable floor space per person in single-occupancy apartments and 80 square feet of usable floor space per person in multiple-occupancy apartments
