    Administrator must have management and supervisory experience, including financial operations and staff

    Staff training and qualifications are required

    Food Preparation Area in individual's apartment must include: six square feet of clear countertop, small refrigerator, bar-type sink, cabinet for food storage, and either two stovetop burners or a microwave oven
