    Administrator Qualifications: Master's Degree in behavioral science plus 1 year administrative/supervisory experience OR Master's Degree in behavioral science plus 2 years social worker experience OR Bachelor's Degree plus 3 years administrative/supervisory experience (86064).

    Personnel Requirements: All THPP personnel must receive training in child abuse identification and reporting (minimum one hour) and training about characteristics of persons 16-21 years of age in long-term foster care (86065). THPP must employ an administrator, social work supervisor, and social work personnel (86065).

    Social Work Supervisor Qualifications: Master's Degree in social work, marriage/family/child counseling, child psychology, child development, counseling psychology, social psychology, clinical psychology, educational psychology, or education with counseling emphasis, plus specific coursework/field practice (86065.2).

    Social Work Personnel Qualifications: Master's Degree in social work, marriage/family/child counseling, child psychology, child development, counseling psychology, social psychology, clinical psychology, educational psychology, or education with counseling emphasis, plus specific coursework/field practice (86065.3).

    Social Work Supervisor/Social Worker Ratio: One full-time social work supervisor for every eight social workers, or fraction thereof. A social work supervisor may function as a social worker when fewer than eight social workers are supervised and the supervisor shall be allowed to carry only three cases in place of supervising one social worker (86065.4).

    Social Worker Ratios: The THPP shall have a social worker on call 24 hours per day. The THPP shall employ the equivalent of one full-time social worker for every 25 participants. A social worker's entire caseload shall not exceed 25 (86065.5).

    Physical/Building Requirements: No more than two THPP participants shall share a bedroom (86087). THPP participants of the opposite sex shall not share a bedroom (86087). No area commonly used for other purposes shall be used as a bedroom (86087). No bedroom shall be used as a public or general passageway to another room (86087). A THPP participant may share a bedroom with his or her own child(ren) (86087). THPP employees shall not share a bedroom with THPP participants (86087). When a THPP participant has a disability, the licensee shall make necessary specific provisions, including alterations to the building and grounds (86087). Firearms and other weapons shall not be stored in the THPP participant living units (86087). Disinfectants, cleaning solutions, poisons and other dangerous items shall be stored where inaccessible when children reside in the unit or when required by a participant's needs and services plan (86087). Each THPP participant living unit and THPP staff residential unit must have at least one toilet, sink, and tub or shower, all in working order (86088). Each THPP participant and their minor child(ren) must be provided with household essentials (cooking utensils, furniture, equipment, supplies, and linens) (86088).

    Fire Safety: Fire Clearance is required as part of the application procedures (86020).

    Reporting Requirements: All THPP personnel, volunteers, licensees, and child care custodians must report suspected child abuse and neglect. Licensee must notify authorized representative and placement entity of participant relocation, emergency removal, and all incidents reported to the licensing agency. Licensee must notify licensing agency within 10 working days of administrator change (86061).
